A. Clinical Responsibilities (90%):

1) Performs direct clinical services for Veterans who call or present in crisis and or identify an immedie need to access MH care in our Same Day Access clinic. Performs care coordinion services as follow up on crisis/service needs resolution through telephone and/or face-to-face contacts.

2) Independently performs case finding functions and outreach, identifying and screening pients for psychosocial needs. Possesses the knowledge and ability to independently implement trement modalities, provide counseling or psychotherapy for individuals, families, and groups.

3) Independently conducts psychosocial assessments. Develops trement plans in collaborion with the veteran/family and with the interdisciplinary trement team if applicable. Incumbent possesses the skills to offer psychosocial interventions and measures outcomes to interventions.

4) Coordines community-based services, including informion and referral for additional services from other VA programs, other government programs and community agency programs.

5) Independently identifies high-risk pients and provides crisis intervention services, seeking to address the cause as well as the presenting complaint, coordines family conferences and serves as liaison to family members. Provides support for those Veterans on the High Risk for Suicide list.

6) Has working knowledge and experience in use of medical and mental health diagnoses, disabilities, and trement procedures. This includes acute, chronic, and traumic illnesses/injuries, common medicions and their effects/side effects, and medical terminology.

7) Develops pient educion merials/modules and assists with Veteran Peer and Family activities as assigned.

8) Independently provides consultion services to other staff regarding the psychosocial needs of Veterans and the impact of psychosocial problems on health care and adherence to trement plan. Ability to evalue own practice through professional peer review, case conferences and other organizional means. Able to communice effectively, both orally and in writing, with people from varied backgrounds.

9) Meets the needs of customers while supporting VA missions. Consistently communices and tres customers (veterans, their representives, ors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent informion according to established policies and procedures.

B. Administrive Responsibilities (10%)

1) Possesses working knowledge and skill in the use of word-processing, da management and other computer systems, especially those programs in use by VHA.

2) Adheres to operional policies and procedures for the trement team, assigned program and/clinic, and the Mental Health and Behavioral Sciences Service.

3) Attends and participes in administrive and informional meetings held by the Program Manager, Service Chief, Chief of Staff, and/or Medical Center Director.

4) Remains actively involved in MH&BS LPMHC training, educion, and administrive activities as indiced.

5) Actively participes in and assumes responsibilities associed with committee assignments to include Performance Improvement, Peer Review, and Performance Measures.

6) Assists as requested, with staff educion and training on assigned topics.

7) Performs other reled duties as assigned.

Basic Requirements :

United Stes Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.

. Educion. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilition Counseling; Clinical Mental Health Counseling and Clinical Rehabilition Counseling; or a reled field, from a program accredited by the Council on Accredition of Counseling and Reled Educional Programs (CACREP). Examples of reled mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the de when gradues are considered to have gradued from a CACREP accredited program. Additional informion may be obtained from NOTE: Traditional Rehabilition counseling programs th are accredited by CACREP do not meet the LPMHC qualificion standards as Traditional Rehabilition counseling differs from Clinical Rehabilition counseling.

Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and trement.

May qualify based on being covered by the Grandfhering Provision as described in the VA Qualificion Standard for this occupion (only applicable to current VHA employees who are in this occupion and meet the criteria).

Grade Determinions : Licensed Professional Mental Health Counselor, GS-11 (Full Performance Level) (a) Experience, Educion, and Licensure. In addition to the basic requirements, candides must have least one year of post-master's or post- doctoral degree mental health counseling experience (VA or non-VA experience) and must be licensed to practice the independent practice level and demonstre the KSAs in subparagraph (c) below. LPMHCs may provide clinical supervision over the clinical practice of an unlicensed LPMHC or LPMHC trainee. Some ste licenses do not license an individual to provide clinical supervision to trainees or unlicensed LPMHCs. Please refer to specific ste licensing laws regarding the requirements for providing clinical supervision.

Assignments. This is the full performance grade level for LPMHCs. At this level they are licensed to independently practice professional counseling and to provide mental health services within the knowledge, theory, and training foundions of professional counseling. LPMHCs may be assigned to any VHA area, consulting with peers and supervisors as approprie. LPMHCs may be involved in program evaluion and/or research activities.

Demonstred Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-9 grade level, the candide must demonstre all of the KSAs below: 1. Ability to make professional evaluions, decisions, and recommendion for trement planning and implemention. 2. Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining pient/family problems and maintaining an effective counseling relionship. 3. Ability to provide subject mter consultion to colleagues and trainees on the counseling process within various specialty areas, build on the foundion of competence through regular meetings and discussions to explain assignments, review progress of cases and confer about the counseling perspectives and oriention. 4. Ability to provide complex crisis intervention and stabilizion to pients who are in psychological distress. Requires independent judgment and skill. 5. Ability to establish goals/trement through a collaborive process with the pient utilizing advanced counseling skills, including evidenced- based practices, screening, and psychosocial assessment. 6. Ability to use a wide variety of individual, group, or family counseling interventions. 7. Ability to fully utilize the current DSM in making diagnoses and formulion of trement goals and applicion of approprie clinical intervention using professional counseling practices. 8. Ability to develop and facilite psychotherapy and psycho- educion groups th include life skills, family support, and community integrion. This may include evidence based psychotherapy.

Preferred Experience: Previous experience working with Veteran populion preferred. Experience working suicide prevention and/or crisis line services preferred.
